About Us

Why we do what we do

CLC strives to create financial opportunities to improve student learning environments by helping districts navigate a very complex state grant funding program.

On a mission

CLC’s mission is to help school districts augment their scarce financial resources for facilities expansions and improvements with our expert and creative energy in pursuit of maximum state funding entitlements.

CLC History

CLC has been helping school districts receive their state funding entitlements for construction projects since 2000 with the leadership of Corinne Loskot. In 2019, Corinne decided to shift her focus to a support role for the company as Lorrie Ruiz became President and CEO.

To commemorate the completed transition, We are pleased to announce that as of November 2020, we will be called CL Consulting, Inc. (CLC). Rest assured though that our service to our clients will continue to be the same, just with a new name.

Founded on a Solid Foundation

CLC was founded in 2000

Corinne Loskot founded CLC providing planning and funding services to public school districts. Corinne provides expertise in all facets of K-12 school districts facilities planning and funding.  She is a seasoned professional with over 30 years experience in public K-12 school facilities. She has served in the planning departments of the Cities of Irvine and Anaheim, and the Irvine Unified School District. Corinne Loskot holds a Bachelor’s Degree in Social Ecology (Environmental Analysis and Planning) from the University of California, Irvine.   Her skills and qualifications cover the complex and ever changing steps of master planning through project implementation for new, expanded and modernized schools.

Currently, she is thriving in retirement, staying active at a beach house while enjoying friends and family. When indoors, she can lose track of time playing with paint in her office-turned-amateur art studio.

CLC is operated by a 16-year veteran facilities director of Irvine Unified School District

Lorrie is supported by funding professionals with a proven track record for helping secure hundreds of millions in state grants for over 20 Southern California public school districts. CLC reviews funding opportunities from among your past and planned capital projects by all departments such as construction, maintenance, childcare, special education, preschool, health services, and other district / educational support functions.
